The dis-loyalty clause? The first purpose of government?

The first purpose of government is to secure it's own existence. Barring that, it can serve no one. When that system of governance become a war of two opinions, two parties...perhaps through greed grafted into one...what may the people who serve them do ?
Perhaps resort to the city state?
And what is the state of our city?
Will it sustain us?
